Rules of Shenzhen Municipality on the Release of Warning Signals for Meteorological Disasters
(Provisions on the Issuance of Warning Signals for Meteorological Disasters of Shenzhen Municipality has been deliberated and adopted at the 246th Executive Meeting of the Municipal Government on December 15, 2020, and is hereby issued, which enter into force on March 1, 2021.)
Article 1 In order to standardize the meteorological disaster warning signal issuance management, strengthen the meteorological disaster prevention aim to protect people's life and property safety, these provisions are hereby formulated according to Meteorological Law of the People's Republic of China, Regulations on Prevention of Meteorological Disasters, Regulations on Meteorological Disaster Prevention of Guangdong Province, Regulations on Flood, Drought and Wind Prevention of Guangdong Province and other relevant laws and regulations and in combination with the actual situation of Shenzhen municipality.
Article 2 Those who issue warning signals for meteorological disasters within the area under the jurisdiction of Shenzhen municipality shall observe these Provisions.
Article 3 Warning signals for meteorological disasters as mentioned in these Provisions refer to warning information issued to the public by the Municipal Meteorological Bureau of Shenzhen municipality, either independently or jointly with relevant departments, which served as unified signals for defense against meteorological disasters in Shenzhen municipality.
There are 14 warning signals for meteorological disasters, including typhoon, rainstorm, high temperature, cold, fog, thunderstorm gale, strong monsoon, hail, haze, forest fire, drought, geological disaster, lightning, and road icing.
Warning signals for meteorological disasters consist of names, icons, meanings and defense measures (See Annex ). The defense measures corresponding to the meteorological disaster warning signals include those corresponding to this level and low-level meteorological disaster warning signals.
Article 4 The Municipal Meteorological Bureau is responsible for the administration of the issuance and dissemination of warning signals for meteorological disasters in Shenzhen municipality, establishing relevant technical specifications, and formulating emergency plans for meteorological disasters according to laws, determining key units of meteorological disaster prevention in conjunction with relevant departments according to law, and strengthening the propaganda and education of warning for meteorological disasters and disasters prevention and mitigation.
Article 5 Warning signals for meteorological disasters shall be uniformly issued, updated and cleared by the Municipal Meteorological Bureau, while, geological disaster warning signals shall be specifically issued, updated and cleared by the Municipal Department of Planning and Natural Resources jointly with the Municipal Meteorological Bureau, and forest fire danger warning signals shall be specifically issued, updated and cleared by the Municipal Emergency Administration Department jointly with the Municipal Meteorological Bureau.
The issuer of warning signals for meteorological disasters shall issue, update and clear warning signals for meteorological disasters refined to specific districts, streets and offshore waters according to the affected area, degree, etc., and timely inform the municipal and district emergency command, disaster prevention and rescue institutions.
Any other organization or individual shall not disseminate warning signals for meteorological disasters to the public provided by anyone except the Municipal Meteorological Bureau.
Warning signals for meteorological disasters shall be issued in both Chinese and English.
Article 6 The radio, television and relevant communication operating enterprises of Shenzhen municipality shall directly disseminate the warning signals for meteorological disasters provided by the Municipal Meteorological Bureau to the public within 15 minutes after receiving them. Besides, real-time warning signals for meteorological disasters shall be disseminated in accordance with the prescribed frequency to ensure their smooth, accurate and timely dissemination.
Radio, television, relevant communication operation enterprises, networks and new media such as "Shenzhen Issued" and "i-SHENZHEN" shall use the real-time warning signals for meteorological disasters issued by the Municipal Meteorological Bureau in the case of disseminating these warning signals to the public. The types, levels, contents and preventive measures of warning signals for meteorological disasters shall be thoroughly disseminated, and the name of the Municipal Meteorological Bureau and the issuance time shall be clarified.
Article 7 Departments responsible for emergency management, planning and natural resources, water utilities, transportation, housing and urban-rural development, health, public security, civil administration, education, culture, radio, television, tourism and sports, comprehensive urban management enforcement, ports, maritime affairs, etc. shall formulate specific preventive measures against meteorological disasters as per the functions of the department with reference to the preventive measures against meteorological disasters specified in these Provisions, adopt various means to publicize warning signals for meteorological disasters and preventive measures, expand dissemination channels, disseminate warning signals for meteorological disasters to the public timely, and organize the prevention, evacuation and rescue.
Article 8 Municipal and district people's governments and relevant departments shall develop emergency plans for meteorological, geological and forest fire hazards, conduct regular emergency drills in accordance with laws, and organize departmental linkage and social response according to local and departmental actual situation.
Enterprises and institutions, other organizations and individuals shall promptly respond to the warning signals for meteorological disasters, take effective measures to actively defend against them, and avoid and mitigate the risks of disasters and the losses caused thereby.
Article 9 In violation against these Provisions, the competent authority at a higher level shall be responsible for ordering the relevant departments and their staff to make corrections in the case of any hiding, lying, or major omission, misstatement caused by negligence of warning signals for meteorological disasters, or failing to disseminate warning signals for meteorological disasters to the public or organize the defense, evacuation and rescue, or not organizing or implementing the department according to the regulation linkage and social response; punishment shall be given according to law and regulations for serious circumstances; and those suspected of crimes shall be transferred to judicial authorities for handling.
Article 10 In violation against Article 6, or Paragraph 2 of Article 8 of these Provisions, whoever commits any of the following acts shall be punished by the Municipal Meteorological Bureau according to the Meteorological Law of the People's Republic of China, Regulations on Prevention of Meteorological Disasters and other relevant provisions; and behaviors that violate provisions of the security administration shall be punished by the public security organs in accordance with the laws. Those suspected of crimes shall be transferred to judicial authorities for handling:
1. Fail to use warning signals for meteorological disasters provided by the Municipal Me
2. Issue or disseminate false warning signals for meteorological disasters to the public or obtain them via illegal channels;
3. Fail to disseminate warning signals for meteorological disasters according to the instructions;
4. Fail to take preventive measures against meteorological disasters in accordance with regulations.
Article 11 The warning signals for and preventive measures against meteorological disasters in Shenzhen Municipality are annexed to these Provisions. The Municipal Meteorological Bureau may make adjustments after soliciting opinions publicly in light of the actual situation, organize and carry out expert arguments and other procedures, and report to the Municipal people's government for approval before implementation.
Article 12 These Provisions shall enter into force on March 1, 2021.
Annex
Warning signals for and defensive measure against meteorological disasters in Shenzhen Municipality (Version 2020)
I. Typhoon warning signal
The typhoon warning signal is divided into five levels, i.e., the white, the blue, the yellow, the orange and the red.
(1) White signal of typhoon warning
Icon:
Meaning: The typhoon is coming within 48 hours.
Preventive measures:
1.Enter the typhoon alert status state, the residents shall pay attention to the latest news and defense notices about the typhoon;
2.The operation and management units of ports, aquatic facilities and vessels shall immediately activate the anti-typhoon contingency plan and take anti-typhoon measures or make anti-typhoon preparations, the offshore workers shall take sheltering initiatives;
3.The government and relevant departments shall response properly to the typhoon as per the pre-arranged planning.
(2) Blue signal of typhoon warning
Icon:
Meaning: The place may be affected by the typhoon within 24 hours. The average wind can reach more than Level 6 or gusts more than Level 8; or the place has been affected by the typhoon, with an average wind of Level 6 to Level 7, or gusts of Level 8 to Level 9, which is going to continue.
Preventive measures:
1.Enter the typhoon alert status, the residents shall keep up with the latest typhoon news and defense notices, and avoid going to densely populated outdoor places and coastal areas.
2.Relevant units, property service enterprises and individuals shall reinforce doors and windows and temporary structures, and place outdoor shelving and suspension objects carefully;
3.Reinforcement measures shall be taken by the construction units to strengthen the safety protection of construction site facilities, machinery and equipment;
4.The operation and management units of ports, aquatic facilities and vessels shall immediately activate the anti-typhoon contingency plan and take anti-typhoon measures or make anti-typhoon preparations, the offshore workers shall be evacuated in time;
5.The government and relevant departments shall promptly organize personnel working at a high altitude and outdoor staff to do defense work as per the pre-arranged planning.
(3) Yellow signal of typhoon warning
Icon:
Meaning: The place may be affected by the typhoon within 24 hours. The average wind can reach more than Level 8 or gusts more than Level 10; or the place has been affected by the typhoon, with an average wind of Level 8 to Level 9, or gusts of Level 10 to Level 11, which is going to continue.
Preventive measures:
1.Enter the state of typhoon defense, the shelters shall be open, and the residents remain in safe places for temporary sheltering;
2.Nurseries, kindergartens and primary and secondary schools suspend classes, students who do not leave for school do not have to attend classes, students on their way home from school take shelter in a nearby safe place or go home until it is safe. The school shall arrange students in school (including those on school bus and boarding school) and let students leave school and go home in accordance with the guidelines of the education department with their safety guaranteed. Details related to measures taken by educational facilities shall be subject to the guidelines of the education department;
3.Employing units are required to arrange working personnel to delay their works, leave or stop working according to the work place, the nature of work, and the need for disaster prevention etc., necessary hedging measures for the staff on duty and the detained units shall be provieded;
4.Large-scale outdoor activities shall be stopped, the units and individuals (except for special industries) shall immediately stop high-altitude and outdoor operations, and those in the seaside, dangerous houses, simple sheds and other dangerous areas shall be evacuated;
5.Operation and administration units of ports and aquatic facilities and vessels are required to fully implement the typhoon prevention plan, take effective typhoon prevention measures, and get ready to take emergency actions at any time; Vessels returning to port for shelter may not leave the port without authorization; and those taking shelter from the wind at sea shall take defensive measures and the offshore workers shall be evacuated immediately.
6.Bathing beaches, scenic spots, parks, amusement parks shall issue warning messages, close relevant areas, stop business, and organize personnel to avoid risks;
7.Emergency departments and emergency rescue units shall be on duty, monitor the disaster situation in real time and implement the corresponding response measures.
(4) Orange signal of typhoon warning
Icon:
Meaning: The place may be affected by the typhoon within 12 hours. The average wind can reach more than Level 10 or gusts more than Level 12; or the place has been affected by the typhoon, with an average wind of Level 10 to 11, or gusts of 12 or more, and will continue.
Preventive measures:
1.Enter the typhoon emergency defense status, the shelters shall be open, the residents shall stay indoors or be sheltered in safe places, and close attention shall be paid to the latest typhoon news and defense notices;
2.Nurseries, kindergartens and primary and secondary schools suspend classes, students who do not leave for school do not have to attend classes, students on their way home from school take shelter in a nearby safe place or go home until it is safe. The school shall arrange students in school (including those on school bus and boarding school) and let students leave school and go home in accordance with the guidelines of the education department with their safety guaranteed. Everything shall be subject to the guidelines of the education department;
3.Employing units are required to arrange working personnel to delay their works, leave early or stop working according to the work place, the nature of work, and the disaster prevention and prevention needs, etc., and provide necessary hedging measures for the staff on duty and the detained units;
4.Large-scale outdoor activities shall be stopped, personnel shall be evacuated immediately, those in the seaside, dangerous houses, simple sheds and other dangerous areas shall be evacuated;
5.Operation and administration units of ports and aquatic facilities and vessels are required to fully implement the typhoon prevention plan, take effective typhoon prevention measures, and get ready to take emergency actions at any time;
6.Immediately stop the businesses of beach beaches, scenic spots, parks, and amusement parks, and organize people to escape dangers;
7.Water supply, power supply, gas supply, communication and other departments shall pay close attention to and deal with the damage of infrastructure for protection;
8.Operation and management units of airports, rail transit, expressways, ports and wharves shall promptly take measures in accordance with industrial regulations to ensure the traffic safety;
9.Emergency departments and emergency rescue units shall closely monitor the situation of a disaster, and properly complete the emergency rescue and disaster relief missions.
(5) Red signal of typhoon warning
Icon:
Meaning: The place may be affected by the typhoon within 12 hours or has been affected, and the average wind force reaches Level 12 or above, or has reached Level 12 or above and may continue.
Preventive measures:
1.Enter the state of special typhoon emergency, the shelters shall be open, and the residents shall stay in safe places;
2.Nurseries, kindergartens and primary and secondary schools suspend classes, students who do not leave for school do not have to attend classes, students on their way home from school take shelter in a nearby safe place or go home until it is safe. The school shall arrange students in school (including those on school bus and boarding school) and let students leave school and go home in accordance with the guidelines of the education department with their safety guaranteed. Everything shall be subject to the guidelines of the education department;
3.Employing units (except for special industries) shall stop working and provide safe shelters for the detained persons;
4.Operation and management units of airports, rail transit, expressways, ports and wharves shall promptly take measures in accordance with industrial regulations to ensure traffic safety;
5.Operation and administration units of ports and aquatic facilities and vessels are required to fully implement the typhoon prevention plan, take effective typhoon prevention measures, and get ready to take emergency actions at any time;
6.When the typhoon center passes, the wind will slow down or rest for a while. Keep alert in case of the sudden return of the strong wind.
II. Rainstorm warning signals
Rainstorm warning signals are classified into three grades, signified by yellow, orange and red.
(1) Yellow signal of rainstorm warning
Icon:
Meaning: There will be heavy rain in the region within 6 hours, or significant rain has already occurred and is going to continue.
Preventive measures:
1.Enter the state of the rainstorm ground alert status, when, residents shall pay attention to the latest news and defense notices about the rainstorm;
2.Nurseries, kindergartens and primary and secondary schools shall take appropriate measures to ensure the safety of the children;
3.Pedestrians and cyclists shall avoid the rain in low-lying and waterlogging areas, such as bridges and culverts, and keep away from flooded roads and sunken overpasses. Don't park vehicles in low-lying areasprone to flooding;
4.Units and individuals (except for special industries) shall suspend high-altitude and outdoor operations and activities according to the circumstances;
5.Management units or owners of underground facilities such as subway, underground mall, underground garage, underground passage and underground laboratory, and personnel in low-lying and waterlogging areas shall take effective measures to avoid or reduce losses;
6.Attention shall be paid to preventing local waterlogging, mountain torrents, landslides, mud-rock flows and other disasters that may be caused by torrential rains;
7.The government and relevant departments shall respond properly to the rainstorm as per the pre-arranged planning.
(2) Orange signal of rainstorm warning
Icon:
Meaning: Local rainfall has exceeded 50mm in the past 3h and the rain may continue.
Preventive measures:
1. Enter the rainstorm defense status, when, flood control and drainage emergency response shall be initiated in accordance with regulations;
2. Students can delay their school schedule and those on the way shall avoid the rain in the nearest safe place;
3. Suspend large outdoor activities, and units and individuals shall immediately stop high-altitude and outdoor operations;
4. Safety precautions shall be conducted on outdoor power supply facilities for low-lying areas, and outdoor electricity safety shall be given full notice;
5. Vehicles shall avoid flooded roads and sunken overpasses as far as possible. Don't park vehicles in low-lying areas prone to flooding, and immediately abandon the car and escape in the case of severe flooding and other dangerous situations;
6. Emergency departments and emergency rescue units shall strengthen their duty, closely monitor the disaster situation, guide traffic and drain flood in waterlogged areas, and transfer people in dangerous areas to safe places for temporary sheltering.
(3) Red signal of rainstorm warning
Icon:
Meaning: Local rainfall has exceeded 100mm in the past 3h and the rain may continue.
Preventive measures:
1. Enter the status of heavy rain emergency defense, close attention shall be paid to the latest rainstorm news and defense notice, and safe havens shall be open;
2. Nurseries, kindergartens and primary and secondary schools suspend classes, students who do not leave for school do not have to attend classes, students on their way home from school take shelter in a nearby safe place or go home until it is safe. The school shall arrange students in school (including those on school bus and boarding school) and let students leave school and go home in accordance with the guidelines of the education department with their safety guaranteed. Everything shall be subject to the guidelines of the education department;
3. Employing units are required to arrange working personnel to delay their works, leave early or stop working according to the work place, the nature of work, and the disaster prevention and prevention needs, etc., and provide necessary hedging measures for the staff on duty and the detained units;
4. Large-scale outdoor activities shall be stopped, the units and individuals (except for special industries) shall immediately stop high-altitude and outdoor operations;
5. Emergency departments and emergency rescue units shall closely monitor the disaster situation, carry out emergency rescue and disaster relief for flood control and drainage according to regulations, and properly complete emergency rescue and relief work for floods, mountain torrents, landslides, mud-rock flows and ground collapses caused by rainstorms.
III. High temperature warning signals
High temperature warning signals are classified into three grades, signified by yellow, orange and red.
(1) Yellow signal of high temperature warning
Icon:
Meaning: Sweltering weather, with the highest temperature rising to 35℃ within 24 hours, or having already reached more than 35 ℃.
Preventive measures:
1. Don't work outdoors for a long time or in high temperature;
2. Electricity, water and heat protection shall be carefully conducted;
3. Publicity of health knowledge of heat prevention and cooling shall be strengthened.
(2) Orange signal of high temperature warning
Icon:
Meaning: Hot weather, with the highest temperature rising above 37℃ in 24 hours or having already reached more than 37℃.
Preventive measures:
1. Make proper heatstroke prevention, avoid outdoor activities as during high temperature, and open summer resorts if possible;
2. Employing units shall suspend outdoor work, stop working under high temperature conditions when necessary, and shorten the continuous operation time;
3. Attention shall be paid to electricity and prevention of fire caused by excessive load on electrical equipment;
4. The government, relevant departments and relevant units shall implement measures to prevent heat stroke and provide guidance to prevent heat stroke according to the pre-arranged plan;
5. Relevant departments shall strengthen the supervision and inspection of food hygiene and safety.
(3) Red signal of high temperature warning
Icon:
Meaning: Severe heat, with the highest temperature rising above 39℃ in 24 hours or having already reached more than 39℃.
Preventive measures:
1. Take effective measures to prevent heat stroke, and minimize outdoor activities. The elderly, weak, sick, young and pregnant people shall take protective measures during the day, and temporary shelters shall be open;
2. Employing units (except for special industries) shall suspend outdoor work, stop working under high temperature conditions when necessary, and take effective measures to ensure the health and safety of the workers;
3. Relevant units shall take emergency measures to prevent heat stroke and cool down the temperature according to their duties. Priority shall be given to guaranteeing domestic electricity;
4. Pay attention to fire prevention.
IV. Cold warning signals
Cold warning signals are classified into three grades, signified by yellow, orange and red.
(1) Yellow signal of cold warning
Icon:
Meaning: Due to the cold air attack, the local temperature is expected to drop sharply by more than 10°C within 24 hours, or the daily average temperature stays below 12 °C.
Preventive measures:
1. The residents shall wear more clothes to keep warm, and pay attention to the latest news of cold weather and the notice related to cold weahter issued by the government and relevant departments;
2. The government, relevant departments and relevant units shall deal with the low temperature according to the pre-arranged planning, take cold relief measures, and open temporary cooling shelters.
(2) Orange signal of cold warning
Icon:
Meaning: Due to the cold air attack, the local minimum temperature is expected to drop below 5 °C, or the daily average temperature will stay below 10 °C.
Preventive measures:
1. Close attention shall be paid tolatest cold weather news and prevention notices issued by the government and relevant departments;
2. The residents, especially the elderly, weak, sick, young, and pregnant people shall take proper warmth-keeping measures;
3. Take cold and wind preventive measures for the livestock and poultry and take cold preventive measures for tropical, subtropical fruits and related aquatic products, crops, etc.;
4. Outdoor workers shall take measures to prevent frost and freezing.
(3) Red signal of cold warning
Icon:
Meaning: Due to the cold air attack, the local minimum temperature is expected to drop below 0°C, or the daily average temperature will stay below 5°C.
Preventive measures:
1. Close attention shall be paid to latest cold weather news and prevention notices issued by the government and relevant departments;
2. The elderly, weak, sick, young and pregnant people shall take proper warmth-keeping measures;
3. Units shall prevent possible frost, icing and other cold damage, and the transportation, power supply, forestry, aquaculture and other units shall take cold-proof and anti-freezing measures.
4. Emergency departments and emergency rescue units shall closely monitor the situation of a disaster, and properly conduct the emergency rescue and disaster relief missions.
V. Heavy fog warning signals
Heavy fog warning signals are classified into three grades, signified by yellow, orange and red.
(1) Yellow signal of heavy fog warning
Icon:
Meaning: The fog with visibility less than 500m may occur within 12h, or the fog with a visibility less than 500m and higher than 200m has occurred and may continue.
Preventive measures:
1. Pay attention to the safety of outdoor activities;
2. Drivers shall drive carefully;
3. Operational personnel working at harbors, water facilities, above or under water shall take immediate safety measures or suspend operation activities, and vessels shall operate prudently or stop shipping service;
4. Operation and management units of airports, rail transit, expressways, ports and wharves shall promptly take measures in accordance with industrial regulations to ensure the traffic safety;
5. The government and relevant departments shall respond properly to the heavy fog as per the pre-arranged planning.
(2) Orange signal of heavy fog warning
Icon:
Meaning: The fog with a visibility less than 200m may occur within 12h, or, the fog with a visibility less than 200m and higher than 50m has occurred and may continue.
Preventive measures:
1. The residents shall reduce outdoor activities;
2. Operational personnel working at harbors, water facilities, and above and under water shall take immediate safety measures or suspend operation activities, and vessels shall operate prudently or stop shipping service;
3. Operation and management units and competent departments of airports, rail transit, expressways, ports and wharves shall promptly take measures in accordance with industrial regulations to ensure the traffic safety;
(3) Red signal of heavy fog warning
Icon:
Meaning: The fog with a visibility less than 50m may occur within 2 hours, or the fog with a visibility less than 50m has appeared and may continue.
Preventive measures:
1. The residents shall avoid outdoor activities;
2. Drivers shall drive in a reasonable manner and find a safe parking area as soon as possible;
3. Effective measures shall be taken to ensure the safety of all kinds of motor vehicles;
4. Operational personnel working at harbors, water facilities, and above and under water shall take immediate safety measures or suspend their operation activities, and vessels shall operate prudently or stop shipping service;
5. Operation and management units of airports, rail transit, expressways, ports and terminals shall adopt traffic safety control measures in accordance with industrial regulations.
VI. Thunderstorm-gale -warning signal
The thunderstorm and gale warning signals are classified into three grades, signified by yellow, orange and red.
(1) Yellow signal of thunderstorm-gale warning
Icon:
Meaning: Thunderstorms and gales may occur within 6 hours with an average wind reaching or being greater than Level 6, or gusts of Level 8 accompanied by strong thunderbolt; or thunderstorms and gales have occurred with an average wind of Level 6-7, or gusts of Level 8-9 accompanied by strong thunderbolt, which may continue.
Preventive measures:
1. Close attention shall be paid to the latest news on thunderstorm winds and related defense notices, and the residents shall avoid going out as far as possible, and stay in a safe place with lightning protection device for temporary sheltering;
2. Relevant units, property service enterprises and individuals shall reinforce doors and windows and temporary structures, and place outdoor shelving and suspension objects carefully;
3. Large-scale outdoor activities shall be stopped, and the units and individuals (except for special industries) shall immediately stop high-altitude and outdoor operations;
4. Operational personnel working at harbors, water facilities, and above and under water shall take immediate safety measures or suspend operation activities, and vessels shall operate prudently or stop shipping service;
5. Watch and observe warning messages issued in parks, scenic spots, amusement parks and other outdoor places;
6. Take necessary measures to ensure the safety of equipment, facilities and sites vulnerable to lightning strikes;
7. Conduct safety precautions on outdoor power supply facilities for low-lying areas, and the outdoor electricity safety shall be given full attention;
8. Operation and management units of airports, rail transit, expressways, ports and wharves shall promptly take measures in accordance with industrial regulations to ensure the traffic safety.
(2) Orange signal of thunderstorm-gale warning
Icon:
Meaning: Thunderstorms and gales may occur within 2 hours with an average wind reaching or being greater than Level 8, or gusts of Level 10 accompanied by strong thunderbolt; or thunderstorms and gales have occurred with an average wind of Level 8-9, or gusts of Level 10-11 accompanied by strong thunderbolt, which may continue.
Preventive measures:
1. Close attention shall be paid to the latest news of thunderstorm and gale and relevant defense notices, and promptly do the defense work;
2. Units and individuals (except for special industries) shall immediately stop outdoor operations, and those in the seaside, dangerous houses, simple sheds and other dangerous areas shall be evacuated;
3. Parks, scenic spots, amusement parks and other outdoor places shall issue warning messages in time, shut down relevant areas or stop their business in time, and organize the personnel to avoid risks;
4. Reinforcement measures shall be taken for the construction units to strengthen the safety protection of construction site facilities, machinery and electrical equipment;
5. Safety precautions shall be conducted on outdoor power supply facilities for low-lying areas, the outdoor electricity safety shall be given full attention;

5. The government and relevant departments shall respond to the haze as per the pre-arranged planning, relevant competent departments and other units shall take compulsory measures to reduce pollution in accordance with the law, and the media shall work jointly to intensify publicity efforts.
X. Forest fire danger warning signal
Forest fire danger warning signals are classified into three levels, signified by yellow, orange and red. The residents shall pay attention to fire prevention at home and outside when the warning signal for forest fire danger is issued.
