Regulations of Shenzhen Special Economic Zone on Civil Reading Promotion
(adopted at the fourth meeting of the Standing Committee of the sixth Shenzhen Municipal People’s Congress on December 24, 2015)
Chapter one General Provisions
Article 1 These Regulations are formulated with a view to promote civil reading, guarantee the reading rights of citizens and improve citizens’ quality of civilization, according to the basic principles of relevant laws and administrative regulations and combining with the actual situation of Shenzhen Special Economic Zone.
Article 2 These Regulations are applicable to the promotion work of civil reading in Shenzhen Economic Zone.
Article 3 The promotion work of civil reading shall observe the principle of combining government guidance and social participation. The government provides services of civil reading and actively promotes civil reading activities in collaboration with the communities.
Article 4 Enterprises and institutions, other organizations and individuals are encouraged to carry out the promotion activities of civil reading.
Public welfare reading organization is encouraged to be set up according to law.
Chapter Two Job Responsibilities
Article 5 The municipal and district people’s governments (including the administrative agencies of new districts, hereinafter referred to as the municipal and district governments) shall include the promotion work of civil reading into the development planning of cultural undertakings at the corresponding level, establish a coordination mechanism for the promotion work of civil reading as well as provide policy guidance and overall guarantee to the construction of civil reading facilities, the creation, publication and distribution of excellent publications and the development of all kinds of civil reading activities.
Article 6 The municipality sets up the Steering Committee of Civil Reading of Shenzhen Municipality.
The municipal steering committee of civil reading is organized by the municipal departments of propaganda, culture, education, finance, civil affairs, human resources and social security, health and family planning and so on as well as the municipal federation of trade unions, the Communist Youth League, women ' s federation, literary federation, disabled persons' federation and other organizations, which shall perform the following functions and duties:
(1) giving guidance on drafting the city’s development program of civil reading;
(2) planning and coordinating citywide major activities of civil reading;
(3) releasing the evaluation index system and index of civil reading;
(4) organizing to formulate the testing standards of civil reading level;
(5) organizing to formulate the selection method of basic booklist and recommended classified booklist of civil reading and releasing the basic booklist and recommended classified booklist of civil reading including digital publications;
(6) carrying out other promotion work of civil reading.
The office of the municipal steering committee of civil reading is set up in the municipal competent department of culture, which is responsible for the daily work of the municipal steering committee of civil reading.
Article 7 The competent department of culture shall be responsible for the citywide promotion work of civil reading and shall perform the following functions and duties:
(1) organizing to draft the city’s development program of civil reading, reporting it to the municipal government for approval and organizing its implementation hereafter;
(2) promoting the establishment and development of reading organization;
(3) organizing and directing civil reading activities;
(4) summarizing and evaluating the city’s promotion work of civil reading and releasing the write paper on the promotion work of civil reading every year;
(5) carrying out other promotion work of civil reading according to relevant provisions.
The district competent department of culture shall be responsible for the promotion work of civil reading under the direction of the municipal competent department of culture.
The relevant administrative competent departments of the municipal and district governments shall conduct the promotion work of civil reading in accordance with their respective duties.
Article 8 The city’s development program of civil reading shall include the following contents:
(1) the planning of reading facilities such as public library, large entity bookshop and so on and relevant reading resource allocation;
(2) the cultivation of reading organization and the training to professional talent of reading service;
(3) the key supported projects of civil reading;
(4) the promotion program of minor reading;
(5) the digital reading service;
(6) the overall guarantee of reading;
(7) other contents relevant to civil reading promotion.
Article 9 The competent department shall widely solicit opinions when it drafts the city’s development program of civil reading and promotion activity program of civil reading. The implementation shall be public to the society and accept social supervision.
Article 10 The municipal federation of trade unions, the Communist Youth League, women ' s federation, literary federation, disabled persons' federation and other organizations shall direct relevant organizations at all levels to organize and carry out the promotion work of civil reading, according to the requirements of city’s development program of civil reading and the opinions of the municipal steering committee of civil reading.
The implementation of the city’s development program of civil reading shall be included into the evaluation content of the proceeding organizations.
Article 11 The public library shall organize and carry out promotion activities relevant to civil reading and perform the following functions and duties:
(1) advocating and promoting reading in various forms;
(2) conducting reading guidance, holding or participating in the training of reading promotion;
(3) establishing reading room or reading area for minors and providing reading resource and service suitable to minors;
(4) directing government offices, enterprises and institutions as well as other organizations to carry out civil reading activities;
(5) recommending excellent reading materials.
Chapter Three Reading Promotion
Article 12 The reading organizations and individuals that have professional knowledge and practical experience of reading promotion are encouraged to be the reading promoters, providing public welfare services of reading promotion to the enterprises, schools, communities, nursing homes, welfare houses, barracks and other units.
Article 13 The municipal and district competent departments of culture may organize training to reading promoters and provide necessary support and guanantee to reading promoters to carry out public welfare reading promotion activities.
Article 14 The municipal and district competent departments of education shall direct the primary and middle schools, secondary vocational schools and kindergartens to carry out reading activities, offer or adjust relevant courses, teach reading skills, cultivate reading interest and improve reading ability.
Article 15 The municipal and district competent departments of education shall direct the primary and middle schools to carry out the testing of reading level and release report on the reading level of primary and middle school students to the society every year.
Article 16 The municipal and district competent departments of culture shall organize and carry out reading promotion activities for minors at the places such as primary and middle schools, public libraries and so on and direct the minors to carry out after-class reading, together with the municipal and district competent departments of education.
Article 17 The municipal and district competent departments of culture shall organize and direct public libraries, cultural stations (comprehensive cultural service centers) and other institutions to carry out the exchange, donation, gift and other activities of books, audio-visual products and digital reading resources. The government offices, enterprises and institutions, other organizations and individuals are encouraged to carry out the proceeding activities.
Article 18 The November of every year is the Reading Month of Shenzhen Municipality.
The activities of the Reading Month of Shenzhen Municipality shall be held with the mechanism of government advocacy, expert guidance, social participation, enterprise operation and media support.
The organization of the Reading Month of Shenzhen Municipality may organize, direct and coordinate to focus on the following activities in the Reading Month:
(1) selecting advanced models of civil reading and promoting related experiences;
(2) book exchange;
(3) reading into the communities, into the schools and into the enterprises;
(4) other promotion activities of civil reading.
Article 19 The April 23 of every year is the Minor Reading Day of Shenzhen Municipality.
Relevant administrative competent departments of the municipal and district governments, the Communist Youth League and so on shall organize to carry out reading promotion activities for minors at the Minors Reading Day of Shenzhen Municipality. The public libraries, primary and middle schools, kindergartens and so on shall carry out the activities of minor reading and exchange.
The enterprises and institutions, other organizations and individuals are encouraged to carry out various promotion activities of minor reading.
Chapter Four Reading Guarantee
Article 20 The municipal and district governments shall include the expenses needed for basic public service of civil reading into the annual budget at the corresponding level.
Article 21 The municipal government may initiate and found public welfare fund of civil reading. The enterprises and institutions, other organizations and individuals are encouraged to participate in or donate to the fund of civil reading.
The fund of civil reading shall be used for the following activities:
(1) supporting public welfare reading organizations;
(2) training reading promoters;
(3) implementing the service plans of community reading, minor reading and special group reading;
(4) organizing the testing of reading ability, reading investigation and reading research;
(5) other promotion activities of civil reading.
Article 22 Relevant administrative departments of the municipal and district governments may give subsidies to the following promotion activities of civil reading according to relevant provisions of the municipal government:
(1) The enterprises and institutions, other organizations and individuals build libraries (rooms), reading rooms and other public reading facilities in industrial zone (Industrial Park), community, nonpublic school and so on;
(2) The nonpublic libraries, reading rooms and other reading facilities are free and open to the public;
(3) The entity bookshops carry out public welfare reading promotion activities;
(4) Publishing and distributing the publications of Braille, large print and so on for specific objects;
(5) Researching and developing new reading programs of digital books;
(6) The network operators, mobile communication operators and so on provide free digital book resources to public through their own platforms;
(7) Giving baby books, parenting guide books and other reading resources to the new born families that need them as presents;
(8) Other promotion activities of civil reading that need subsidies.
Article 23 The public libraries and all kinds of school library shall include part or all basic booklist of civil reading released by the municipal steering committee of civil reading into the procurement program according to the specific circumstance of service object.
Article 24 The trade unions, the Communist Youth League and organizations at all levels shall arrange special funds for relevant reading promotion activities.
Article 25 The municipal government shall build a citywide digital library service platform, increase reading resources of digital book and enrich the reading service contents of digital book.
Article 26 When building, expanding or renovating museum, art gallery, exhibition hall, youth palace and other cultural sites, the constructor shall provide public reading space and corresponding reading facilities according to relevant requirements.
When building, expanding or renovating residential district, the constructor shall construct supporting public reading facilities according to relevant provisions.
The airport, station, wharf and other public places where personnel flow is larger shall plan and construct public reading facilities in line with local conditions.
The government offices, enterprises and institutions, other organizations and individuals are encouraged to set up libraries, reading rooms, book shelves and other public reading facilities.
Article 27 The construction unit of public reading facilities shall strengthen the maintenance and management of public reading facilities and guarantee their normal use.
No unit or individual may occupy, damage or dismantle public reading facilities unauthorizedly, change the nature and function of them or downsize them unauthorizedly.
If it needs to dismantle existing public reading facilities or change their functions according to city planning, the constructor shall observe the principle of constructing firstly and dismantling later or constructing and dismantling simultaneously, select location scientifically and reasonably, re-plan and construct no less than the original size and standard.
Chapter Five Supplementary Provisions
Article 28 These Regulations shall go into effect as of April 1, 2016.
