426 Decision of the Standing Committee of Shenzhen Municipal People’s Congress on Strengthening Examination and Supervision of All Government Budgets and Final Accounts6[深圳市人民代表大会常务委员会关于加强全口径预算决算审查和监督的决定]

　　Decision of the Standing Committee of Shenzhen Municipal People’s Congress on Strengthening Examination and Supervision of All Government Budgets and Final Accounts

　　(Adopted at the 25th Meeting of the Standing Committee of the 5th Shenzhen Municipal People’s Congress on Oct 29th, 2013)

　　In order to strengthen the examination and supervision of all government budgets and final accounts, to standardize the contents and procedures of the examination and supervision, and to perfect the methods and means of the examination and supervision, this decision is hereby made according to the relevant laws and regulations as well as the actual circumstances of Shenzhen:

　　1. The Municipal Government of Shenzhen shall be responsible for preparing the draft bill of all municipal government budgets and final accounts, which shall include public finance, governmental funds, state-owned capital management, social security and so on.

　　2. The Municipal Government of Shenzhen shall, in accordance with the timeline and procedures determined by relevant laws and regulations, submit the draft bill of all municipal government budgets to the Municipal People’s Congress； and submit the draft bill of all municipal government final accounts to the Standing Committee of the Municipal People’s Congress for examination and approval.

　　3. The Directors’ Meeting of the Standing Committee of the Municipal People's Congress shall establish the relevant working systems according to the actual needs to strengthen the examination and supervision of all government budgets and final accounts.

　　4. This Decision shall come into force as of the date of promulgation.
