Decision of the Standing Committee of the Shenzhen Municipal People’s Congress on the Application of the Regulations of the Special Economic Zone Enacted before July 1, 2010 to the Special Economic Zone after Its Expansion
(Adopted at the First Meeting of the Standing Committee of the Fifth Shenzhen Municipal People’s Congress on June 29, 2010)
The following decision is hereby made on the related matters in accordance with Decision of the Standing Committee of the National People’s Congress on Authorizing the Shenzhen Municipal People’s Congress and its Standing Committee and the Shenzhen Municipal People’s Government to Formulate Regulations and Rules Separately to be Implemented in the Shenzhen Special Economic Zone, Legislation Law of the People’s Republic of China, and Written Reply of the State Council on the Expansion of the Scope of the Shenzhen Special Economic Zone:
(1) 101 regulations of the Special Economic Zone enacted before July 1, 2010 such as Regulations of the Shenzhen Special Economic Zone on the Promotion of the Harmonious Labor Relationship, etc. shall apply to the expanded Special Economic Zone from July 1, 2010; Regulations of the Shenzhen Special Economic Zone on the Penalty for Illegal Acts in Road Traffic Safety shall apply to the expanded Special Economic Zone from the date of taking effect; the time for the other regulations of the Shenzhen Special Economic Zone such as Regulations of the Shenzhen Special Economic Zone on the Prevention and Control of Environmental Noise Pollution, etc. to be applied to the areas newly incorporated into the scope of the Special Economic Zone shall be set by the standing committee of the municipal people’s congress separately.
(2) Before the standing committee of the municipal people’s congress announces the specific time for the other regulations of the Special Economic Zone to be applicable, the related laws, regulations shall continue to apply to the areas newly incorporated into the scope of the Special Economic Zone.
