484 Regulations of Shenzhen Special Economic Zone on the Promotion of Civilized Behavior 深圳经济特区文明行为条例

(Adopted at the 37th Session of the Standing Committee of the Sixth People's Congress of Shenzhen Municipality on December 31th, 2019, as amended at the 41st Session of the Standing Committee of the Sixth People's Congress of Shenzhen Municipality on April 29, 2020, in accordance with the Decision on Amending Regulations of Shenzhen Special Economic Zone on Civilized Behaviors)

Chapter One General Provisions

  Article 1 In order to propel urban civilization development, foster citizens' appreciation of fine culture, and improve the level of urban civilization, these regulations are hereby formulated in accordance with the basic principles of laws and administrative regulations, and in light of the actual circumstances of Shenzhen Special Economic Zone.

  Article 2 These regulations shall apply to the promotion of codes of civilized behavior of Shenzhen Special Economic Zone and its implementation.

  Article 3 Cultivating and practicing the socialist core values, carrying on fine traditional Chinese culture, continuously raising citizens' ideological, moral, and the rule of law awareness, appreciation of science and culture, and health condition, comprehensively promoting public ethical standards, and enhancing work ethics, family virtues and personal integrity.

  Article 4 The implementation of the codes of civilized behavior will be led by the Party committees, propelled by the government and organized by relevant departments, for the participation of the whole society; adhere to the synergy of education and guidance, exposure to practice and institutional support; stick to a combination of active guidance and effective governance.

  Article 5 The municipal and district people's governments shall bring the implementation of civilized behavior into the national economic and social development planning, clearly define overall objectives, tasks and requirements, and formulate relevant policies and measures to provide corresponding support.

  Article 6 Municipal and district people's governments, as well as relevant state organs, shall establish and improve the long-term mechanism for the implementation of the codes of civilized behavior, so that civilization can be supported and guaranteed through the rule of law mechanism, promoted and developed through science, technologies, and cultural development, and shared and popularized through collaboration and dissemination, thus realizing the scientific, normalized and institutionalized implementation of the codes of civilized behavior.

  Article 7 The municipal office of the spiritual civilization development committee shall coordinate the implementation of the city's codes of civilized behavior.

  The spiritual civilization development committee of the districts shall coordinate the implementation of the codes of civilized behavior in accordance with its work responsibilities.

  The municipal and district spiritual civilization development committees are responsible for organizing and coordinating the implementation of the codes of civilized behavior.

  Article 8 Municipal and district people's governments and their relevant departments shall implement the codes of civilized behavior in accordance with their respective responsibilities.

  State organs, enterprises and institutions, mass organizations and other social organizations shall carry out the implementation of the codes of civilized behavior in accordance with their respective responsibilities.

  Article 9 State organs and institutions, public figures, and employees of civilized entities at all levels shall play an exemplary role in the implementation of the codes of civilized behavior.

  Citizens shall be encouraged to publicize the codes of civilized behavior and to discourage uncivilized behavior.

Chapter Two Codes of Civilized Behavior

  Article 10 Citizens shall maintain public order and abide by the following regulations:

  (1) being polite and using polite language;

  (2) being quiet in places where quietness is required and waiting in line when required;

  (3) neither smoking nor encouraging smoking in places where smoking is prohibited;

  (4) appreciating and enjoying flowers and fruits, public lawns and other landscape facilities with care;

  (5) watching various performances, competitions, and games according to relevant reminders and guidance;

  (6) conducting recreational and fitness activities in accordance with relevant regulations and without disturbing the others;

  (7) in the event of an emergency, following emergency response instructions, cooperating in implementing relevant measures, and evacuating in an orderly manner;

  (8) patients with infectious diseases shall take effective measures to prevent from infecting the others;

  (9) other codes of behavior in public places shall be observed.

  Article 11 Citizens shall maintain public environmental hygiene and abide by the following regulations:

  (1) disposing of domestic and construction wastes in accordance with the law;

  (2) consciously keeping public places, roads, squares, buildings, and other public facilities clean;

  (3) handling public environmental protection and sanitation facilities with care;

  (4) other public environmental sanitation regulations shall be observed.

  Article 12 Citizens shall observe the following civilized travel regulations:

  (1) obeying traffic rules and yielding to pedestrians and vehicles in priority lane while driving motor and non-motor vehicles;

  (2) abiding by traffic regulations when crossing public roads on foot and passing as quickly as possible while ensuring safety;

  (3) ensuring travel safety when riding self-owned or public bicycles or driving online rental cars, and parking them according to regulations;

  (4) cooperating with the driver and other management personnel when taking public transportation and voluntarily offering seats to passengers with mobility impairments;

  (5) other civilized travel regulations shall be observed.

  Article 13 Citizens shall observe the following civilized tourism regulations:

  (1) complying with local laws, administrative regulations and rules;

  (2) showing respect for local historical and cultural traditions, customs, religious beliefs and etiquette and taboos;

  (3) obeying management and caring for public facilities to avoid endangering oneself and others' life and property safety;

  (4) other rules of civilized tourism shall be observed.

  Article 14 Citizens shall maintain public civility in the community and observe the following regulations:

  (1) protecting common community property and other public facilities and equipment;

  (2) strengthening the safety management of the exclusive parts of the property and consciously resisting high-rise littering and other acts that endanger public safety;

  (3) taking effective measures to avoid disturbing the life of other residents when decorating or engaging in cultural, recreational or fitness activities;

  (4) keeping pets in accordance with the law and rules, maintaining public environmental hygiene, and avoiding harming or disturbing others;

  (5) keeping fire escapes and other public passages unobstructed and protecting firefighting facilities;

  (6) other conventions and regulations of civilized behavior that shall be observed.

  Article 15 Citizens shall protect the ecological environment and abide by the following regulations:

  (1) conserving resources and reducing household waste;

  (2) using eco-friendly products as much as possible and reducing the use of highly-polluting products that pose serious environmental risks;

  (3) consciously maintaining the water ecological environment and refusing to dump excrement, pollutants and wastes into the sea, rivers, streams, lakes, channels and ditches;

  (4) protecting wildlife by refusing to harm, catch, hunt, kill, trade or eat wildlife, or to trade or use illegal products made of wildlife;

  (5) other regulations that shall be observed to protect the ecological environment.

  Article 16 Netizen shall behave in civilized manners, and observe the following regulations:

  (1) conscientiously abiding by the law and protecting the privacy and other legal rights and interests of others;

  (2) spreading advanced culture and rejecting Internet works and products that are harmful to physical and mental health;

  (3) respecting independent innovation and protecting the intellectual property rights of others;

  (4) refusing to disseminate false information or other unsubstantiated information;

  (5) rejecting vulgar and intoxicating information and information with superstitious, obscene, and violent content;

  (6) other rules of civilized online behavior shall be observed.

  Article 17 Citizens shall develop and show good personal conduct in their social life and consciously comply with the following requirements:

  (1) protecting national security, honor and interests and safeguarding ethnic solidarity;

  (2) abiding by the Constitution, laws, administrative regulations and rules;

  (3) actively participating in the administration of public affairs and social welfare activities;

  (4) being honest, friendly, self-disciplined, and positive;

  (5) observing public order and social morality;

  (6) staying away from drugs, consciously resist gambling and other undesirable customs.

  Article 18 Civil servants shall perform their duty scrupulously, be diligent at work, and shall abide by the following regulations:

  (1) staying loyal to the country and the people, and safeguarding national unification and ethnic solidarity;

  (2) serving the people wholeheartedly, maintaining close ties with the people, soliciting the views of the people, acting in the interests of the people and taking up the responsibility for the people;

  (3) abiding by the law, strictly implement laws, administrative regulations and decrees, maintaining strict discipline, and observing the obligation of secrecy;

  (4) faithfully performing their duties, acting impartially, and striving to improve the quality and efficiency of their work;

  (5) being honest and impartial, serving the public with integrity, and consciously opposing unhealthy practices;

  (6) other laws, administrative regulations and relevant provisions that shall be complied with.

  Article 19 The employees of enterprises, institutions and social organizations shall be dedicated to their jobs, be honest and trustworthy, and abide by the following regulations:

  (1) abiding by the law and work ethics;

  (2) being diligent and dedicated to work and to comply with working systems and operating rules;

  (3) performing work tasks, observing employee disciplines, and improving professional skills;

  (4) other laws, administrative regulations and relevant provisions that shall be complied with.

  Article 20 The management of production and business entities shall engage in business management activities in accordance with the law, and abide by the following regulations:

  (1) strengthening the awareness of the rule of law and ensuring that enterprises operate in accordance with law;

  (2) protecting customers' trade secrets and personal information in accordance with law;

  (3) engaging in fair competition, marking the price clearly, and eliminating forced transactions;

  (4) conducting advertising and promotion activities in accordance with law;

  (5) protecting intellectual property rights and refusing to manufacture or sell counterfeit or shoddy goods;

  (6) other laws, administrative regulations and relevant provisions that shall be complied with.

  Article 21 Carrying forward the fine tradition of helping others, and the spirit of Lei Feng, and advocating the following actions:

  (1) doing the best to help and support people with mobility impairments or other special difficulties;

  (2) actively participating in public welfare activities such as maintaining public order, promoting the rule of law, popularizing science education, volunteer teaching, and protecting the ecological environment;

  (3) actively participating in emergency rescue, disaster relief, medical aid, psychological counseling and joining volunteer organizations to provide relevant volunteer services;

  (4) actively participating in blood donation, voluntary donation of hematopoietic stem cells and human organs (human tissues);

  (5) acting bravely for a just cause, stopping illegal and criminal offenses, and assisting public security and judicial organs in solving criminal cases and apprehending criminal suspects;

  (6) providing assistance in other appropriate ways to entities and individuals in need.

  Article 22 Insisting on equality between men and women, promoting family virtues, passing on good family traditions, and advocating the following behaviors:

  (1) family members shall respect and support each other;

  (2) maintaining harmony, mutual respect and love between the husband and wife, and managing household affairs industriously and thriftily;

  (3) respecting the elderly and providing support for the livelihood of elder people;

  (4) caring for the healthy growth of minors and educating them to behave in a civilized manner;

  (5) neighbors shall show mutual respect and provide help to each other;

  (6) actively practicing other norms of civilized family behavior.

  Article 23 Abandoning outdated habits, embracing new and healthy lifestyles, and promoting the following behaviors:

  (1) rational consumption, refusing wastefulness;

  (2) developing a healthy diet and actively participating in national fitness activities;

  (3) leading a low carbon lifestyle by conserving water, electricity, gas and other resources;

  (4) promoting green modes of transportation by using public transportation as much as possible;

  (5) organizing weddings, funerals and other ceremonial events in a frugal manner;

  (6) actively practicing other healthy and civilized lifestyles.

Chapter Three Duties

  Article 24 The municipal and district spiritual civilization development committees shall perform the following duties:

  (1) formulating work plans and policies for the implementation of the codes of civilized behavior;

  (2) coordinating, organizing, directing, and collaborating the implementation of the codes of civilized behavior;

  (3) supervising relevant entities in performing their duties in the implementation of the codes of civilized behavior;

  (4) other duties provided by laws, administrative regulations and relevant departments at higher levels.

  Article 25 The offices of municipal and district spiritual civilization development committees shall perform the following duties:

  (1) formulating work plans and specific measures for the implementation of the codes of civilized behavior;

  (2) establishing and improving standards, accountability and assessment systems related to the implementation of the codes of civilized behavior;

  (3) establishing and improving a system for civilized behavior evaluation, and regularly organizing the evaluation of public civilization index;

  (4) issuing or directing the issuance of a list of uncivilized behaviors that require intensified governance measures;

  (5) supervising and inspecting the implementation of the codes of civilized behavior in relevant entities;

  (6) carrying out various activities to promote, commend, and sharing experiences in the implementation of the codes of civilized behavior;

  (7) other responsibilities for the implementation of the codes of civilized behavior.

  Article 26 State organs, enterprises and institutions, mass organizations and other social organizations shall designate responsible departments for the implementation of the codes of civilized behavior and relevant responsible persons, and clarify relevant work responsibilities in accordance with relevant regulations or actual needs.

  Article 27 The municipal and district people's governments shall continuously improve the infrastructure of urban civilization, plan, construct and manage libraries, museums, cultural centers and other cultural and sports venues, patriotic education bases and science education bases and other facilities in a reasonable manner.

  The relevant departments shall incorporate the implementation of the codes of civilized behavior as needed to promote urban civilization when preparing and implementing the relevant special planning.

  Article 28 The relevant departments and management units of public places shall continue to improve the following facilities and enhance maintenance and management:

  (1) thematic landscapes and public service advertising facilities that promote socialist core values;

  (2) civilized behavior reminder signs;

  (3) accessibility facilities such as tactile paving, ramps, elevators, and voice prompt devices for helping people with visual impairment cross the street;

  (4) public toilets, waste sorting, storage and removal facilities and specification signs;

  (5) other related facilities.

  Article 29 The state organs, enterprises and institutions, mass organizations and other social organizations shall develop civilized service standards, publicize their service commitments and procedures, continuously improve the quality of service, and establish an efficient complaint response mechanism basing on the characteristics of the industry and the entity.

  Article 30 The state organs, enterprises and institutions, mass organizations and other social organizations shall take into consideration the actual situation of the industry and the entity when they incorporate the codes of civilized behavior into the professional codes of conduct requirements of the industry and the entity, and the codes of civilized behavior training into the induction training and on-the-job training of the entity.

  Article 31 The Internet enterprises, other Internet content producers and platform service providers, shall actively perform the following responsibilities for cyberspace moral construction:

  (1) guiding the creation, production and dissemination of healthy online works and products, and adhering to the correct moral orientation;

  (2) strengthening the proper guidance and management of online hot topics and emergencies;

  (3) insisting on civilized operation of the Internet, establishing, improving, and implementing norms of behavior for the Internet to guide civilized surfing of the internet;

  (4) carrying out or supporting on-line public welfare activities and strengthening the standardized management of on-line public welfare activities;

  (5) imposing appropriate restrictions on the content, duration and consumption of online games for minors in accordance with the requirements of competent authorities and industry norms;

  (6) strengthening the education and training of network practitioners to improve their ability and level of Internet operation according to law.

  Article 32 The Internet information management departments shall, manage the Internet, maintain online morality and order, strengthen the monitoring of uncivilized behavior on the Internet in strict accordance with the law, and promptly investigate and deal with the relevant violations of the dissemination of information on the Internet in accordance with law.

  Article 33 Education administrative departments and educational institutions shall incorporate the codes of civilized behavior into education, teaching content and academic quality standards, and reflect such in the education of all disciplines and social practices.

  Article 34 Elementary and secondary schools may restrict students from conducting non-instructional video game activities in teaching areas. Schools may keep cell phones, tablets, and other electronic devices for students who are playing video games within the teaching areas for non-instructional purposes.

  Article 35 The community residents' committee shall develop a community civilization convention, or include codes of civilized behavior into the relevant residents' conventions, and carry out educational promotion regarding social morals, work ethics, family virtues and personal integrity and other aspects of codes of civilized behavior.

  Article 36 The administrative agencies for stations, airports, terminals, parks, cultural and sports venues and other public places shall set up civilized behavior reminder signs and necessary supporting facilities at prominent locations to guide the public to consciously follow public order.

  Article 37 Public service places as well as the city's main roads, commercial districts and large residential areas, shall be equipped with accessibility facilities in accordance with the standards for accessibility facility construction, and with ways of seeking assistance set up at prominent places, for the convenience of persons with mobility difficulties.

  Public parking lots shall be equipped with special parking spaces for the disabled in accordance with the relevant provisions.

  Article 38 The airport, the station, shopping malls and other public places shall be equipped with independent baby care rooms and unisex toilets in accordance with relevant norms.

  The state organs, enterprises and institutions, mass organizations and other social organizations are encouraged to open their parking lots, bathrooms and cultural and sports facilities to the public if possible.

  Article 39 Libraries, museums, cultural centers and other cultural and sports venues, patriotic education bases and science education bases and other facilities shall carry out publicity and educational activities featuring the codes of civilized behavior according to their own characteristics.

  Article 40 Travel agencies shall inform tourists of relevant laws, regulations, customs, cultural traditions and civilized behavior to be followed in the destination, and guide tourists to travel in a civilized manner.

  Article 41 Before arriving at Shenzhen, the operator of aircrafts, trains, ships, coaches, intercity rail transit and other public transport shall take appropriate measures to advertise Shenzhen's codes of civilized behavior.

  Article 42 The immigration, transportation, tourism and other administrative departments shall take appropriate actions to publicize the relevant codes of civilized behavior, in the office halls, airports, docks, stations, ports, scenic spots and other public places, to guide civilized traveling.

  Article 43 The public transport means shall be set with priority seats for passengers with mobility difficulties.

  If ordinary passengers use priority seats and do not offer their seats for passengers with mobility difficulties, the driver shall advise them to do so; if those passengers refuse take the advice, the driver may report their behavior to the public security organs, who will deal with the matter according to the law in the light of the act of disturbing public order.

  Article 44 The enterprises operating online vehicle rental business shall strengthen the maintenance and management of their vehicles, and take effective measures to regulate users' parking behavior.

  Bicycles shall not be parked in motorway, greenway, green space, green belts, accessibility facilities, etc., because it will impede the passage of vehicles and pedestrians.

  Article 45 The government service data management departments and other relevant departments shall integrate video surveillance resources in public places, to establish information sharing and law enforcement cooperation mechanisms regarding codes of civilized behavior.

  Article 46 The law enforcement organs may use photographs, video recordings, transcripts and other on-site recordings of unlawful and uncivilized behavior as the basis to impose punishment. On-site records shall be clear and specific and comply with applicable standards.

  Article 47 When investigating and punishing illegal and uncivilized behavior, law enforcement officers have the right to require offenders to provide their information such as name, address and contact number.

  If the offender refuses to provide the information in the preceding paragraph or provides false information, those law enforcement organs other than the public security organs may request the public security organs to assist in verifying the identity of the offender.

  Article 48 When punishing uncivilized behavior in accordance with the law, law enforcement organs shall criticize and educate the offender at the same time. The specific measures will be formulated by the municipal administrative department for justice in conjunction with relevant departments.

  Article 49 Staff of the following public places have the right to discourage uncivilized behavior in their premises; if the offender does not heed the advice, the staff may report to the public security organs in accordance with the law:

  (1) stations, airports, docks, parks, cultural and sports venues;

  (2) crowded places such as shopping malls, hotels, hospitals, and schools;

  (3) large public event venues.

  The public security authorities may punish the offender in accordance with the relevant provisions of the Public Security Administration Punishments Law of the People's Republic of China in the cases specified in the preceding paragraph and paragraph 2 of Article 43 of these regulations.

  Article 50 If there is uncivilized behavior in public places and violation of relevant laws and regulations, and the offender refuses to heed the staff's advice, the relevant business entities and organizers of service activities may refuse to provide the offender with relevant services unless the offender is in urgent need of such services.

  Article 51 The newspapers, radio, television, internet media and other public media shall actively publicize and report on the codes of civilized behavior and their implementation, to create a desirable atmosphere that encourages and promotes civilized behavior in society.

Chapter Four Measures to Promote the Implementation

  Article 52 Establishing a public policy value-oriented evaluation system. Municipal and district people's governments and relevant departments shall implement the requirements of socialist core values when formulating and drafting public policies and major reform measures, while strengthening the assessment of moral risks and moral effects and consulting the offices of municipal and district spiritual civilization development committees as needed.

  Article 53 Establishing an annual theme-based system for the implementation of codes of civilized behavior. The municipal and district offices of spiritual civilization development committee shall determine the annual theme for the implementation of codes of civilized behavior, develop and implement related work plans basing on current situation of urban civilization development.

  Article 54 Establishing a listing system for uncivilized behavior that requires intensified governance measures. Municipal and district offices of spiritual civilization development committee shall work with relevant departments, industry associations, and public places management units to determine the list of uncivilized behavior that requires intensified governance measures in the region, industry, and entities basing on the current situations and in compliance with the relevant provisions of these regulations.

  The list of uncivilized behavior requiring intensified governance shall be made available for public opinions, and publicized in relevant areas, entities, and places.

  Article 55 The relevant entities shall, in accordance with their work responsibilities and the list of uncivilized behavior requiring intensified governance, develop related work plan for such behavior within the department and the entity, and copy the work plan to the offices of the district spiritual civilization development committee.

  For the uncivilized behavior included in the list of intensified governance, the relevant entities shall strengthen the prompting, persuasion and inspection.

  Article 56 For the illegal and uncivilized behavior included in the list of intensified governance, law enforcement organs may impose penalties to the extent permitted by laws and regulations.

  Article 57 For illegal and uncivilized behavior, the administrative department may entrust organizations administrating public affairs to implement the punishment.

  Article 58 The public security organs, emergency management, city administration and other departments shall formulate plans for the prevention and handling of major events, unexpected natural disasters and uncivilized behavior, and timely disseminate relevant instructions through the Internet, text messages, television, radio and other media.

  Article 59 The offices of municipal and district spiritual civilization development committees are responsible for organizing the selection of spiritual civilization achievement award to entities and individuals who have made outstanding contributions to the spiritual civilization development.

  Article 60 The state organs, enterprises and institutions, mass organizations and other social organizations are encouraged to commend and reward employees who exemplify compliance with the codes of civilized behavior in their entities.

  If the enterprise which has obtained the honorary title of spiritual civilization development enterprise at the municipal level or above grants bonus to its employees, the bonus can be listed as the expenditure under the achievements-related wages and included in the production cost.

  Article 61 Perfecting the system of reward and support for advanced models to encourage spiritual civilization development. In accordance with the relevant provisions of spiritual civilization development, advanced models shall be provided with preferential access to the registration of residence, culture, medical care, housing, funds and other respects and relevant help and services.

  Article 62 Improving the target-oriented responsibility system and assessment system for urban civilization development. The offices of municipal and district spiritual civilization development committees shall regularly carry out public civilization index evaluation according to work needs, inspect and evaluate the implementation of the codes of civilized behavior of relevant entities.

  Article 63 Establishing a responsibility system for the implementation of the codes of civilized behavior. The offices of municipal and district spiritual civilization development committees may issue a notice letter to the relevant entities that fail to perform their duties to implement the codes of civilized behavior, requiring them to make corrections within a specified period of time.

  Article 64 Establishing a civilized behavior education system for new coming citizens. Citizens who register household registration in Shenzhen for the first time shall be educated on the codes of civilized behavior and encouraged to sign a pledge to abide by the codes of civilized behavior. The specific measures will be formulated by the municipal office of spiritual civilization development committee in conjunction with the municipal public security organs.

  Article 65 Entities and individuals may report any uncivilized behavior through telephone, mails, Internet and other means. The violation clearly reported in a specific manner shall be timely handled by relevant entities.

Chapter Five Legal Liability

  Article 66 Persons being accused of conducting uncivilized behavior in violation of these regulations, for which administrative penalties have been specified in the Public Security Administration Punishments Law of the People's Republic of China and other relevant laws and regulations, shall be punished by the relevant law enforcement organs according to law. If the relevant laws and administrative regulations have related requirements without specifying any administrative penalties or mandated administrative measures, the relevant law enforcement organs shall criticize and educate the offender; a warning may be given according to the severity of the circumstances.

  Article 67 For uncivilized behaviors that are included in the list of intensified governance and violate relevant laws and regulations, law enforcement organs may, depending on the severity of the adverse impact of the violation, require the offender to apologize to the parties concerned, or to the public.

  For serious behaviors having bad impacts, and the offender refusing to apologize, the law enforcement organs can publicize the illegal act in the relevant media or venues until the offender apologizes in accordance with the provisions of the preceding paragraph.

  Article 68 If the offender refuses to implement the administrative penalty decision, or is accused of conducting uncivilized behavior that requires intensified governance and does not listen to dissuasion, the law enforcement organs may inform the offender's employer or community residents' committee of the penalty decision, who shall criticize and educate the offender.

  Article 69 For offenders in violation of the relevant provisions of these regulations, disturbing the order in aircraft, vehicles, ships and other public transport, subjecting to administrative penalties, the operator may refuse to provide the offender with preferential services, or restrict the offender's purchase of tickets online within six months to two years from the effective date of the penalty.

  Article 70 Where an administrative penalty is imposed for violation of these regulations, the law enforcement organs shall notify the relevant agency to record the penalty in the offender's personal credit file. If the credit record of minors is otherwise regulated in a national regulation, such national regulation shall prevail.

  Article 71 If the responsible entity for the implementation of the codes of civilized behavior under these regulations is found to be responsible for the following misconducts, the offices of municipal and district spiritual civilization development committees may have a talk with its legal representative or the main person in charge and order it to make corrections within a specified period of time; if the entity refuses to make corrections, it may be ordered to make a public apology or be publicly reprimanded, and shall not be allowed to participate in the competition for the title of civilized entities for two consecutive terms from the date of the public apology or public reprimand; if the entity has been awarded the title of civilized entity, such title may be revoked.

  (1) failing to establish rules and regulations related to the implementation of codes of civilized conduct as required by the relevant regulations;

  (2) failing to set up civility reminder signs in accordance with relevant specifications;

  (3) failing to discourage uncivilized behavior that occurs in the entity and premises under its management as required by the relevant regulations;

  (4) failing to perform other duties in the implementation of the codes of civilized behavior, resulting in adverse effects.

  Article 72 State organs and their staff, in the implementation of the codes of civilized behavior, being accused of the following misconducts will be ordered to correct by its competent departments, or subject to a notice of criticism; or be investigated for the responsibility in accordance with the law if worse.

  (1) failing to perform or incorrect performance of duties in the development of civilized cities, civilized entities, civilized campuses and other activities;

  (2) negligent management and maintenance of the facility, resulting in damage or loss of function of the facility;

  (3) failing to accept complaints in a timely manner in accordance with the law or failure to deal with complaints in a timely manner;

  (4) failing to implement supervision and management according to law;

  (5) other acts of abuse of power, dereliction of duty, and malpractice.

  Article 73 Where a minor violates the relevant provisions of these regulations and behaves in an uncivilized manner, in addition to punishments imposed by law enforcement organs according to law for the violation of laws and administrative regulation, the minor offender may be given criticism and education in an appropriate manner, or their guardians and schools will be informed, but the minor's name, residence, photos, images and other information about the minor shall not be disclosed in news reports, film and television programs, public publications or the Internet.

  The correction of serious misbehavior of minors and the prevention of criminal behavior shall be carried out in accordance with the provisions of the Law of the People's Republic of China on the Prevention of Juvenile Delinquency.

Chapter Six Supplementary Provisions

  Article 74 These Regulations shall become effective as of March 1st, 2020, and the Regulations of Shenzhen Special Economic Zone on the Promotion of Civilized Behavior shall be repealed simultaneously.
